Clarification on the applicability of the Real Estate (Regulation and Development) Act, 2016 (“RERA”) and Bihar RERA Rules regarding professional architectural, Vastu, and structural engineering services.
1Corporate Standing & Scope of Operation
NVR Dream House Engitech Pvt. Ltd. (CIN: U68200BR2025PTC079521) is an incorporated private limited company operating as a dedicated Architectural Design, Structural Engineering, Vastu Spatial Planning, and Turnkey Civil Project Management consultancy based in Patna, Bihar.
We provide bespoke technical consulting, design blueprints, and execution supervision to individual freehold landowners, commercial clients, and institutional developers. We do not act as real estate brokers or unauthorized land syndicators.
2Individual Residential Dwellings & Section 3(2) Exemption
A substantial portion of our practice caters to individual families and freehold plot owners constructing private residential homes, duplexes, or independent bungalows across Patna, Danapur, Bihta, Muzaffarpur, and broader Bihar.
Under Section 3(2)(a) of the Real Estate (Regulation and Development) Act, 2016, no registration is required where the land area proposed to be developed does not exceed 500 square meters (approx. 5,382 sq.ft / ~3.9 Kathas) or where the number of apartments proposed does not exceed eight.
3Developer, Commercial & Group Housing Compliance
For multi-family residential complexes, commercial plazas, mixed-use commercial projects, or promoter-led developments exceeding 500 sq.m or 8 units:
- Promoter Registration: The commissioning promoter/developer is legally obligated to register the project with the Bihar Real Estate Regulatory Authority (Bihar RERA) before launching advertising or accepting booking advances.
- Technical Dossiers: NVR Dream House Engitech Pvt. Ltd. provides accredited technical dossiers, including sanctioned architectural drawings, parking layouts, and Form-1 / Form-2 technical stability endorsements required by the promoter for Bihar RERA filing.
- Escrow Compliance: Where we undertake turnkey construction management for such developments, contracts are executed in strict alignment with RERA milestone schedules and escrow withdrawal norms.
4Municipal Corporation Sanctions (PMC)
All clients are advised that architectural floor plans must receive formal sanction from the relevant municipal body (Patna Municipal Corporation, Danapur Nagar Parishad, or regional planning authority) prior to casting foundation footings. Our civil engineering team assists clients with the preparation of complete municipal sanction drawing sets stamped by registered civil engineers and architects.
